Turns out making trains stop at red lights was a bad idea
Houston has adjusted signal timing for the Red Line after complaints that anti-transit Mayor John Whitmire had meddled with signal priority for light rail.
"...restored its level of service after previously making changes to traffic signal timing. The public transit agency called the new adjustments "a critical step in understanding and improving traffic flow and transit reliability."

"Trains now stop at red lights and wait for them to cycle — causing commuter delays and even train traffic jams at times...In a statement to Axios, Metro said the changes were made in conjunction with Houston Public Works to "enhance overall mobility" for drivers, bus riders and pedestrians. "

Third cyclist killed in Houston within 24 hours in hit-and-run crash
"This marks the third cyclist fatality in Harris County in less than 24 hours—a worrying trend that has alarmed both law enforcement and bike safety advocates. On Tuesday evening, two separate incidents in the Houston area also claimed the lives of two cyclists."
Houston's mayor has been unyielding in his war against cyclists, which probably has a lot to do with it.

Houston BCycle to shut down at end of June after 12-year ride
"Monthly ridership dipped below 10,000 after BCycle increased its prices and closed many of its stations...it's "really unfortunate" that Houston will soon be the largest city in the U.S. without a bike share network."
I'm sure Houston's new disaster of a mayor is primarily responsible though.

John Whitmire Is a 20th-Century Mayor in 21st-Century Houston.
"After two pedestrians were fatally struck by cars within 24 hours, Whitmire called for better enforcement of traffic laws and urged bicyclists to stay off the roads. “I think the bikers need to be protected from the traffic, and they need to do that on bike paths that are recreational and not try to compete with people going to work and school,” he told a local TV station."

Newly installed medians along Houston Avenue intended to improve safety for pedestrians will be torn out starting Monday.
District H Councilmember Mario Castillo: "If something isn't working with the project, modify it, don't waste taxpayer money,"
"Public Works told me the whole thing was getting ripped up, and it was starting on Monday," Castillo says. "That's warp speed for the City of Houston"
